[dev] Having issues with a CVS commit

I'm confuzled, I can't get /nic/lib/Nic.php to commit:

In I:\HTTPD\clean\horde: cvs commit -m "Dummy file as i'm having trouble getting
this file to commit.
" nic\lib\Nic.php
CVSROOT=:ext:mikec at cvs.horde.org:/repository

assertion "key != NULL" failed: file
"/usr/src/gnu/usr.bin/cvs/cvs/../../../../contrib/cvs/src/hash.c", line 312

Is someone able to commit a file in this place and I'll just update it? Or tell
me what I'm doing wrong?
