Turns out yes.  I didn't realize this went from a configure command line
option to strictly a php.ini setting.  My (older) php.ini had it turned on
by default, but mentioned that it would only be turned on if you compiled
with --enable-trans-sid.

We don't forbid trans_sid for Horde, do we? (I've turned it off anyway).
