My opinion about this is that I think the user should know if he doesn't
have permission to access something. I don't see this as any vital
information that should not be shown. If the notice is not shown the
user will probably think that it is an error, and usually users don't
like when they don't know what's going on... :)

Anyway it's just my 2 cents about this...
