[dev] Block applets

Had I known there was a patch in the works for this, I wouldn't have submitted
my fortune block (I'm new to the list, so I just missed it).  This patch does a
much better job, though, nice work.  I've attached the diffs to
config/conf.php.dist to clean up after myself.
