[dev] disabling prefs

I'm working on a patch that will allow the sidebar to always be displayed, even
when the user has not logged in.  This will be a setting for the site
administrator to set in conf.php.  This will be useful for sites that have a
mostly guest-based site, like my own.

I have almost everything working, but have one question about preferences.  What
would be the best way to disable the 'show_sidebar' preference option if the
site is configured to always show the sidebar?

PS, If you are wondering what I mean by a 'mostly guest-based site', you can see
my site at http://www.chavet.net.  It is a horde2.2 installation, but you
should be able to see what I mean.
