[dev] Group creation from admin.

I have been out of touch since the end of May. (International move.)  I
have started with a new clean cvs horde/imp/etc.  Most everything seems
to be working, with a lot of new cool additions.  THANKS!

But I have a few problems.  The one I'm working on now seems strange.
I'm pretty sure that I must have missed something in the new configuration.
I go to the admin screen and click on groups and just get

- All Groups

with no option for creating a group.  Has this changed or could I have
forgotten how it works?

I have mysql categories working that IIRC is where they are stored, admin
privileges and am using IMP for authentication.

Any suggestions will be appreciated.
