[dev] Help testing new procmail scripts

hello all,

I studied the procmail man pages a bit and realized that this filter could do a
lot more than what it was already doing.  It now has case-sensitivity and
allows the stop-script feature.

The attached file is a complete re-write of ingo/lib/Scripts/procmail.php, so a
patch really doesn't apply.

I would have posted this to the ingo list, but it's not really ready to be
commited yet, as it's not commented at all.  I would just like it if I could
get a few more eyes to look at it, and to test it out.
