[dev] Tooltips broken

Got to run so don't have time to look back at the recent changes - but one
of the recent changes to the tooltips code broke it - at least on Mozilla
1.5b+.  Now, "<br />" in tooltip output show up in the tooltips instead of
adding a line break.

Old behavior:

Line 2

New behavior:
Line 1<br />Line 2
