[dev] Proposed reorg of some scripts in the horde/ module

Okay, here's what I've got as a proposal coming out of list/irc discussion. Let
me know if it sounds good for an initial go at things. I've tried to reduce my
instinct to create *too* many services/* subdirectories. I'd like to make some
initial changes in a day or so if possible.
