[dev] Bad usage of Horde::raiseMessage()

I have found that in IMP/lib/Message.php (maybe in other files too) the 
Horde::raiseMessage() function is called trying to "italicize" text 
using the "<i>" tag.

This doesn't work because the text message is then (correctly) passed to 
htmlspecialchars(), so the end result is an ugly error message!
