[dev] SETI Info Horde Block

after spending all of sunday doing this my wife thinks im insane :) What can i
say, i had an itch...

i've attached the php source for a SETI Info block for the horde portal page.
right now it asks for your email addy and then grabs xml data from
setiathome.berkeley.edu to give you info. No pretty formatting, but all the
data is there.

Also included a diff for the registry...
