[dev] can't do cvs ci

FYI, I can't do a cvs checkin.  After adjusting the repository path, I get:

cvs server: failed to create lock directory for `/repository/horde/docs'
(/var/lock/cvs/horde/docs/#cvs.lock): Permission denied
cvs server: lock failed - giving up
cvs [server aborted]: lock failed - giving up
