[dev] Horde CVS Repository move

I moved the Horde CVS Repository (all of cvs.horde.org, actually) to a
different server tonight.  The new machine has faster disks, so CVS
operations should be a bit speedier now.  Aside from a new ssh host
key, developers shouldn't notice any functional differences.  Let me
know if you experience any problems.

Once this I'm sure this is stable, I'll move onto some far niftier
projects. =)
