Happy New Year y'all!

I was just doing a cvs update (head) and went to framework/ and ran
the install-packages.php script.  At which point I thought:

While it may make them more obvious to the new installers the way it
is, shouldn't these, for consistency, be in a framework/scripts/ folder?
