Well this is a bizarre one. He is, I think, referring to
http://www.horde.org/imp/about/ (specifically, the section on
Localization).
The sentence "A strong effort has been made to make IMP as
non-English-friendly as possible." does indeed exist. I suppose it could
be (wilfully) misinterpreted.
How about "A strong effort has been made to make IMP as friendly to
non-English speakers as possible."?
I must say, you've always been friendly to this Englishman. :)
