[dev] syslog logging level

Hi,

I don't know if this is the correct place to post this so i apologise if
it is off topic.

I've recently upgraded the horde/imp installation on a server and have had
a couple or error messages so far. I was wondering if there is any
rationale as to why syslog messages are sent at LOG_EMERG level. This
seems extremely high as a default.

(usr/web/horde/lib/Horde.php
line 248): Horde::logMessage($error, $file, $line, LOG_EMERG);

The version of horde I am using is:
horde-2.2.4_1
