[dev] Config problems - current values disregarded

Looks like the conversion to the tabbed interface for configurations has caused
a problem - any configuration that switched to the tab interface no longer
respects the current values from conf.php anymore.  A quick glance by me makes
it seem like there is a problem with Horde_Config::_buildVariables() but I'm
not too familiar with the code so someone else can probably figure out this one
a lot faster than me.
