For coding style, see horde/docs/CODING_STANDARDS

For framework, well, it is a bit under construction right now, but docs
are at http://dev.horde.org/

There are many CVS guides on the net.  First see http://www.horde.org/source/
which describes the basics of our setup and has links to various pages
on using CVS with Horde.
