[dev] Changing trans_sid in Horde.php

I noticed that in setupSessionHandler() in Horde.php it tries to turn of
session tracking using ini_set('session.use_trans_sid', 0). However,
after fooling with it I noticed that this ini variable can only be set
using in the system php.ini file or an .htaccess file. So, this line
isn't doing anything (at least on my system). Changing it to
ini_set('url_rewriter.tags', ''), while not officially turning trans-sid
off, serves the same purpose and seems like a better solution.
