[dev] Problem with Prefs_UI::generateNavigationCell()

Updated from CVS HEAD this morning (last update since 2/19), which contains the
new services/prefs.php preference handler.  However,
Prefs_UI::generateNavigationCell() is still generating the
"/horde/<app>/prefs.php" paths (which no longer exist) for the next/previous
links.
