i think this is a problem. now if i configure an app which has a
$conf['menu']['apps'] array, Horde_Config sticks a $conf['menu'] = array() line
before it, and thus overwrites all of the $conf['menu'] elements from Horde's
conf.php file (menu display, menu always).
