[dev] patch for imp/lib/IMP.php

The new tasklist code in IMP::flistSelect() doesn't properly handle the
situation when a PEAR_Error is returned from the 'tasks/listTasklists' registry
API call (e.g., when there are insufficient permissions).  The attached patch
corrects this.
