[dev] patch for horde/lib/prefs.php

The following patch changes the behavior when building the list of apps for the
"initial_application" preference, such that: if there exists a permissions set
for the application then the user must either have the PERMS_READ permission,
or be an administrator, for the application to be included in the list.
