I'm having the very same problem.
Output of /horde/services/javascript.php?file=tree.js&app=horde is fine, but
there is no script defined in the html-code of the trean-browse-page.
Don't know, why this error hits some people and some not. (outdated code in my
installation?)
was fixed with adding 

<script language="JavaScript" type="text/javascript"
src="/services/javascript.php?file=tree.js&app=horde"></script>

to 

/trean/templates/browse/javascript.inc

and works fine now.
