[dev] I'm at a lose here ... apache 2 vs apache 1 ...

Trying to dig a bit deeper, the previous declare is/was in
/usr/local/share/pear/Horde/Browser.php ... so, if I were to make a guess
here, lib/Browser* moved to framework, I updated my framework after that
move, but didn't update the webmail itself to match ... ?
