[dev] Complex SOAP return types

SOAP considers array argument/return types to be "complex," so they must be
defined explicitly in the WSDL. A lot of our API functions return arrays,
particularly arrays of strings. How should these be handled? Should we allow
user-definable types in api.php, perhaps a $_types array?
