[dev] Kolab driver for forwards

Hello all,

OK - here's the first of the Kolab drivers. I'm going to do the smaller ones 
first just to get them out the way.

This is the Kolab driver for the 'forwards' module (belongs in 
forwards/lib/Driver/), along with a patch to show the new driver in the 
forwards configuration dialog. This driver requires the Net_Sieve PEAR 
module.

Another random thought - it may be worthwhile down the line to rework this 
into a more generic module, which could be used for forwarding on any 
Sieve-enabled server. Unfortunately we're not going to have the time to do 
this for a while, so if anyone else feels up to the task, be my guest.
