[dev] Horde Kolab Configuration

Here's a patch to Horde's main conf.xml and conf.php.dist files, adding in 
some Kolab-specific configuration variables. These are used as a central 
location for Kolab configuration for all the Kolab module drivers (ala the 
SQL driver config). I've also added these new variables to a "Kolab" 
configuration tab in conf.xml.

I've added a couple of commented-out blocks in conf.php.dist for some of the 
Horde config sections that are reasonable defaults for use with Kolab. This 
is mainly to ease the process for people who are going to be configuring 
Horde for use specifically with Kolab.
