[dev] Mottle :: New working version

Hi,

This version of Mottle (1.0-cvs?) add :

  - Add/Edit/Delete/List Message of the Day
  - Block for display MOTD on the portal
  - Permission system for selecting who will view the MOTD, etc...
  - Support htmlarea for the MOTD

The author of this patch is Daniel Vandal dvandal at infoteck.qc.ca  (My brother)

It's not a patch but the full mottle/ directory since too many files have been added/edited/deleted/...
