[dev] SAM feature request

I noticed that sam is able to access ldap and sql backends, but not config files
in the home directories.  I think this would be a nice feature.  I don't think
it would be very difficult to implement, especially because of the very robust
vfs backends that we already have.  I would look into this myself, but am quite
limited on time.  So, if anybody needs something to do... I'd much appreciate
it.

If it hasn't been done by the time I have some spare time, I'll take a swing at
it.  Don't count on that happening very soon, though :)
