[dev] Bugs mailing lists changes

I made a few small changes to the bugs at lists.horde.org mailing list.
First, I removed the [bugs] prefix from the subject line because Whups
is already added a [Tickets] prefix.  Second, I removed the ability to
post to the bugs mailing list; it's now essentially a read-only
announcements lists.  Third, I've enabled "personalization" so that
each message will be decorated with the subscribers email address
(just like on our announcements list).
