[dev] Horde conf.xml patch

Small patch to conf.xml to allow configuration of the new IMSP  Preference 
driver...
Also, I'm not sure if the conf.php.dist file is still being updated, but 
small patch to that as well to document availability of IMSP Preference 
driver...
