[dev] New Auth_imsp class and Net_IMSP patch

Ok..yet another IMSP file.  This one adds a IMSP server backend to the 
Horde_Auth package.  Also, patches to Auth/package.xml and 
Horde/config/conf.xml to support configuration of Auth_imsp class and 
another few comment cleanups in the Net_IMSP package.
