[dev] Mottle - added archives functionnality

Hi,

I added an "Archives" button to Mottle active when the admin have setted to don't remove the expired MOTD
from the database in the Mottle configurations. The "Archives" show all the expired MOTD and allow the admin
to re-use the old MOTD, erase them, ...

I included the CVS DIFF in attachment of this message, but you can also download a TAR.GZ version at :
