[dev] configuration screen

Hi all,

Attached is are a couple of diffs to give a little more information on
the configuration screen.

1. Gives a link to all files in the docs directory, so one can look
them up from the config screen.

2. Shows the current status of all the other config files in relation
to the .dist files, so one knows if any other config file needs to be
updated as well.

This change affects two files
/admin/setup/index.php
/templates/admin/setup/index.html

Will work on cleaning it up, ie. for better display of the docs etc.,
but would like someone to cast an eye over this first.
