I am also packaging Horde/IMP, and I would definitely like something 
along the line os what was proposed.

If I understand correctly, the performance hit come from the dir scan 
and files opening on each Registry object instantiation.  But is'nt the 
Registry object cached in most configuration ?  If not, that would be a 
prime target for caching considering it change almost never between 
invocation.

I am not too familiar with Horde Cache.  Is it happening transparently 
in the background, or it have to be explicitely used such as with the 
Kronolith Scheduler ?
