Good question but for me, it's very simple:

A text editor (jed), a browser (IE for preview) and a few paper sheet...

I have a question about the tools you are using for PHP development.
which editor, cvs client and debugger/profiler. Are there any
for horde development?

I already tried the puristic approach (bash, vi, cvs, dbg-cli), and I
the PHPeclipse-plugin for Eclipse, which also seems to work well.
