[dev] FYI: Recent Net_URL uses arg_separator.output

In case anyone else encounters this, recent versions of Net_URL use
arg_separator.output when generating URLs. I have mine set to ';', so this
breaks when fetching URLs from remote sites that don't understand ';' as a
separator (weather.com block, juno stocks, etc).
