[dev] Horde_Config and PHP5

I had a look at rewriting the Horde_Config code to use XML_Tree,
xml_parse_into_struct(), and a few other methods I could find that don't rely
on DOM. None of them looked like much fun at all.

I was also pointed at this:

It's a pretty small layer that maps domxml calls -> php5's DOM. Seems to work
just fine, at least for Horde_Config. What would folks think of bundling it as
an XML_Domxml lib (in framework/) for php5 support?
