My sense of the portal is to gather *information* from different pieces of
the framework and the applications and to allow *simple* tasks. If you want
to have the full feature set, you should go to the application.

And there's the size issue. Portal blocks usually consume something around
an 8th of the browser window, if not less. Some of these little blocks have
been cluttered with a dozen of icons or more if you was logged in as an
admin.
