[dev] Setup fix: recogonize active but not installed apps

I don't know what made it stop doing it in the first place, or why it
started again, but for a while the configuration/setup tool was hiding
apps that were registered but not actually installed. Since the menu can
happily deal with these - or rather ignore them - this should too. A
patch:
