Should it actually replace horde/themes/horde/screen.css, rather than just being
a default configured value in prefs.php.dist?
Or at least rename the current default theme to something else, so that it is
still available if anyone is emotionally tied to it, and then rename
horde/themes/bluewhite to horde/themes/horde?
