[dev] authentication as admin

Hello,

i setup a fresh horde cvs version today.

there is one user called 'Administrator' in my
sql database and the same defined in
$conf['auth']['admins'] / conf.php.

Login in is successful, but i can not change
into admin mode.

 From the log:

Oct 25 11:04:43 HORDE [emergency] [horde] Forbidden. [on line 16 of 
"/home/horde/admin/index.php"]

Can somebody help?
