[dev] Patch to add TAF to Metar block

I'd been working on this for a while. Finally have it usable.

This is pretty specialized, mostly for aviation. It adds TAF (forecast) data to
the Metar block. Because the TAF data takes so much room, there's an option
included (to display Metar without TAF).
