Exactly like this.

But in any case there are many that haven't access to CVS and in practice they 
don't every need it, science are more focused on support and adaptations. And 
they will still add their contributions trough "core team filter". 

So some more local or specific functionality contact should be added. For 
example there is just one contact for a large USA, and there are others 
worldwide (you can see it from the dev-list) like Stuart Binge that can be 
listed as local contat and as global contact for Kolab and so on. In the way 
that consultants network is larger and of course effective.
