[dev] [patch] Resubmitting the agora api patch

I redid the agora api patch from a few weeks ago. Patch works now against latest
CVS. (Incorporates Duck's changes from last week)

Improvements:
1) Notifications appear at the proper place
2) Editing/deleting comments in ansel/scry/jonah takes place in ansel/scry/jonah
and not in agora
3) Reduced footprint in ansel/scry/jonah

Apply after the small agora patch I posted earlier.

I also included the patch for comments in Turba
