[dev] cvs update out of sync?

The same situation occurred here. It seems that the theme directories
under each config directory have been deleted from CVS. But the strange
thing is, there's no version information for the new registry.php.dist.
And my lastest updated horde/config/pref.php.dist 's version is 1.78,
which differs from the latest one in cvs.horde.org. My CVS tag is HEAD.
