I could be misunderstanding what Michael is trying to do, but isn't this what

// ini_set('include_path', dirname(__FILE__) . PATH_SEPARATOR . 
ini_get('include
_path'));

in horde/lib/core.php and

'fileroot' => dirname(__FILE__) . '/..',

in registry.php are for?
