[dev] Access key in other languages

Accesskeys are not work correctly in other languages, it's becuase that in
function getAccessKey of Horde (in line 1180 of framework/Horde/Horde.php)
only match english alphabets for accesskey label, so other alphabets are
filtered, also it check corrently used labels from english alphabets I
think these should be change
