[dev] mlenum problems

I have a problem with Horde_Form_Type_mlenum.

After I change the first "select" values it wont reload with the new values 
for the second level "select". I passed trought the source and I see that is  
used only in some Blocks. The Horde_Block_Collection renders the type by its 
own and it works perectly. It seems that Horde_UI_VarRenderer_html don't add 
the "onChange" action to the first select.

I attached my testing code - tested with cvs from 4.1.2005
